Job Purpose

London Luton Airport is looking for an experienced Contract & Facilities Manager to play a critical role in managing our utility contracts and facilities across the airport. You will be responsible for sitewide contracts that are critical to the airport operations; and will have the opportunity to improve and drive our performance to the next level, for example:
• Lead the management of significant contracts for the airport; managing the purchasing and use of services including energy, water, waste and fuel.
• Liaison with relevant teams across the airport, such as procurement, technical, sustainability, finance, and the wider Estates team
• Work with our suppliers to develop partnerships and instigate improvements to business-critical contracts, and the support of existing contracts
• Day to day management of the sitewide contracts; to ensure they run effectively; including procurement processes, adherence to contract terms and conditions, key performance
• Develop in-house expertise relating to the existing contracts, drawing from relevant teams and areas in the business, and expand your knowledge of business requirements

Key responsibilities and accountabilities

Facilities and Contract Management

• Develop, manage, monitor and report on LLA’s sitewide contracts and the purchasing of key services (including electricity, gas, water, oil, waste, fuel and sewerage) with the objective of continuous improvement in order to the maximum benefits from these for the business
• Support the delivery of key projects through the use of supplier expertise and contract services, through the provision of site data and information required
• Champion and deliver facilities contracts engaging with the relevant teams within the company to ensure all needs are met, and a quality service is maintained
• Provide the required information to finance to enable timely billing on utilities recharges to our concessions and tenants, dealing with queries raised, and providing information
• Collaborate and provide a focal point across the airport site to encourage adherence to utility requirements, mitigate and control potential impacts and risks and actively work with each department to improve their facility requirements are met
• Ensure compliance with all associated statute, guidance, best practice, group or local processes to drive continual improvement, and ensure compliance with legislation
• Manage ongoing contract performance, to ensure clear objectives are set, performance is
measured, and actions closed in a timely manner; to get the best out of the supplier services
• Strong liaison with Procurement and ensure internal processes are in place to ensure contracts are renewed and tendered to meet tight deadlines, producing written documentation required
• Manage a program to monitor and track KPIs and objectives are met, feeding these into relevant teams through routine reporting and information

Facilities responsibilities:
Day to day management tasks for sitewide contracts including contract documentation, authorizing invoices, maintaining infrastructure, in-house expertise, tenant needs, income generation, reporting data, assets management, work permits, oversee performance etc.


Knowledge, skills and experience required

A successful candidate for this role will have:
• Minimum of 5 years of experience working in facilities and contract manager roles
• A degree within a relevant business or technical related studies would be desirable
• Experience in contract and facilities responsibility and driving improvements is strongly desired
• Experience in working at both strategic and tactical levels, the candidate must be able to influence
• Strong utility and facility management related experience
• Finance or data (and data systems) related experience
• Experience of contract management and purchasing
• The ability to work under pressure and on multiple projects at one time
• Experience working in a dynamic and fast changing environment
• A highly organised approach to managing themselves and their work
• Excellent verbal, numeracy, and literacy skills; analytical skills and data interpretation
• Maintaining an up to date knowledge of utilities legislation and associated requirements
• Self-motivated, a team player with excellent interpersonal and communication skills
