What You’ll be doing

You’ll lead complex, high-value procurement projects across the Council, developing strategies that reduce costs, deliver quality services and achieve value for money. From researching markets and managing tenders to evaluating suppliers and negotiating contracts, you’ll provide expert commercial advice to senior managers and ensure procurement activity is compliant, transparent and effective.

Working closely with Category Managers, service leads and colleagues across Legal and Finance, you’ll identify savings, manage commercial risks and develop innovative solutions that meet the Council’s priorities. You’ll also help shape procurement strategies, support local suppliers through the development of a Buy Local approach, and ensure sustainability, social value, carbon reduction and equality are built into procurement decisions.

You’ll build strong relationships with stakeholders and suppliers, challenge existing approaches and drive continuous improvement across procurement processes. You’ll also support the development of colleagues and deputise for the Category Manager when required, helping deliver successful outcomes across a diverse range of projects and services.

What we’re looking for

You’ll have proven experience leading compliant procurement projects in the public or private sector, with a strong track record of delivering savings, innovative solutions and commercial value. You’ll bring up-to-date knowledge of UK procurement legislation, procurement best practice, market development and e-procurement tools.

You’ll be a confident communicator and negotiator, able to influence stakeholders, build effective relationships and provide clear, practical advice on complex commercial issues. With strong analytical, organisational and problem-solving skills, you’ll be comfortable managing multiple projects, assessing risks and using data to identify opportunities for improvement.

You’ll also be collaborative, adaptable and committed to fairness, equality and continuous improvement. Experience of managing teams through matrix working is important, alongside confidence using Microsoft Office and e-tendering systems. You’ll be working towards CIPS membership or be able to demonstrate equivalent knowledge through experience, with the flexibility to support changing service needs, including occasional evening work.

Application Process
There maybe an opportunity to recruit across both Infrastructure & Environment (I&E) and Health & Social Care categories.

Because of the nature of this job, it will be necessary for the appropriate level of criminal record disclosure to be undertaken. This post is exempt from the Rehabilitation of Offenders Act 1974 and therefore applicants are required to declare all unspent cautions and convictions; and also any adult cautions (simple or conditional), and spent convictions that are not protected as defined by the Rehabilitation of Offenders Act 1974 (Exceptions) Order 1975 (as amended in 2020). A person’s criminal record will not in itself prevent a person from being appointed to this post. Applicants will not be refused posts because of offences which are not relevant to, and do not place them at or make them a risk in, the role for which they are applying. However in the event of the employment being taken up, any failure to disclose such offence, as detailed above, will result in dismissal or disciplinary action by the Authority.
